Per step: needs, if, foreach with max_parallel, retry, timeout and on_failure.
Expressions stay simple (${{ steps.x.output }}); anything complex belongs in a script.
bimai validate checks the file, the order (no loops) and that every pack and capability exists.
bimai workflow plan shows the parallel lanes and expected cost before you run it. See the
